On Halloween, Chinatown's Arts District came alive with the second annual Hallowbaloo, a huge block party with music, food and thousands of people dressed in crazy costumes. Organized by Mark Tarone and T-Rx Entertainment, the party blocked off most of the Chinatown streets and featured live music on five outdoor stages by performers including folk rock band Blitzen Trapper and jazz artist Anders Osborne.
